The French Embassy in India, the Institut Français in India in collaboration with the network of Alliance Française in India is launching the first edition of the programmeLabCityoen entitled:
“Human Rights in the 21st Century: Act now to shape tomorrow”
The competition LabCitoyen 2013 is open to all young Indians between the ages of 18 to 25, who hold a minimum DELF B1 certificate.
The competition will be held on 20 March, 3.00- 4.30pm @ Alliance Française de Trivandrum.
Registration open till 16 March, 2013.
RULES OF THE COMPETITION
Article 1: Presentation
1.1 Theme
This competition in French is dedicated to human rights with special emphasis on the rights of women and girls, civil liberties, freedom of expression and the rights of minorities.
The objective is to promote the French language among young Indians by showing that the competition is a way to discuss and act on the key issues of the moment.
Participants must be able to demonstrate a commitment to human rights and freedom, whether this commitment be through associations, politics, humanitarian means, civic associations or unions.
1.2 Date and place of the tests
This competition will be held on the occasion of Festival of Francophonie on Wednesday, 20 March 2013 from 3:00 pm to 4:30 pm at all the Alliance Française participating in the programme LabCitoyen 2013.
1.3 Participants
The competition LabCitoyen 2013 is open to all young Indians between the ages of 18 to 25, excluding organisers and members of their families and all individuals who participated directly or indirectly, in the planning and execution of this competition.
Article 2: Conditions of participation
To compete, you must:
a) be between a minimum of 18 years and a maximum of 25 years as on 01 January 2013
b) be a citizen of India
c) have a permanent residence in India
d) hold a minimum DELF B1 certificate; knowledge of the French language is an essential prerequisite (sine qua non) for participation in this first edition of LabCitoyen
e) be the holder of an Indian passport valid until 15 December 2013 (at least)
Any non-compliance with conditions of participation set out in the Rules of the Competition will result in the exclusion of the participant.
The organisers of the competition LabCitoyen reserve the right to verify at any time that the participants have fulfilled all the conditions set out in these rules.
Article 3: Terms of Participation
Registrations for LabCitoyen 2013 is open from 2nd to 16th March 2013 at all participating Alliance Française in India
To register, candidates must visit the reception of the Alliance Française closest to them where they will have to:
– Complete and sign the registration form;
– Present a valid photo id;
– Provide a copy of a diploma certifying their level of French (min requirement: DELF B1)
– Pay a registration fee of INR 200 / –
Any incorrect, incomplete or inaccurate information offered by a participant may lead to his/her exclusion from the competition.
Article 4: Content of the Competition
Participants of LabCitoyen 2013 must write an essay in French (word limit 250 to 300 words) in limited time on the subject of human rights in India.
The exact subject will be announced on the day of the event, i.e. on 20 March 2013, at the Alliance Française where they are registered.
The duration of the test will be 1 hour 30mins.
No documents (book, dictionary, etc) will be permitted.
Each of the participating Alliance Française will be in charge of notifying the participants registered at their centre.
Article 5: Composition of the Jury
Texts written by the participants will be evaluated by a local jury in each Alliance Française participating in LabCitoyen 2013. The jury will be chaired by the Director of the Alliance Française and composed of three French teachers appointed by him.
Each jury will select the top three essays that will then be sent to the French Embassy in India/The Institut Français in India to be assessed by a national jury convened under the chairmanship of the Counselor for cooperation and cultural action.
Article 6: Award /Allowance
The winners of LabCitoyen 2013 will be awarded a trip to France from 6th to 16th July 2013.
The trip and all the activities will take place entirely in French. The winners will participate in cultural tours and excursions both in Paris and in other cities in France and they will also meet other young francophones from 120 countries and take part in entertainment and sporting activities.
The international flight India-France-India and the visas required will be offered to the winners by the Institut Français in India.
The cost of all activities of the winners will be covered from their arrival at the airport in France until their departure. Their accommodation, meals, transport, activities and insurance in France will be taken care off.
At the end of their stay, the winners must send a report of their visit to the French Embassy in India/The Institut Français in India.
The award of the competition LabCitoyen 2013 cannot be modified, exchanged or transferred.
In case of cancellation by the winner, a cancellation fee will be charged by the Institut Français in India as follows:
- Before booking the ticket India – Paris – India: INR 30,000 / –
- After booking the ticket India – Paris – India: INR 50,000 / –
- Less than 30 days before departure: INR 80,000 / –
Article 7: Informing the winners
The winners of LabCitoyen 2013 will be informed of their selection by email latest by 20 April 2013.
Article 8: In case of unforeseen circumstances and/or natural disasters
The organisers of LabCitoyen 2013 reserve the right, in case of force majeure or for any cause beyond their control, to change the date of the competition and/or to cancel or suspend the competition. The organisers will in no way be liable for this action.
